We even protect the ability of those in Congress to speak freely, even exempting them from arrest or questioning about what they say in either the House or Senate. But what Rep. Henry Johnson Jr. (D-GA-4) and his 18 cosponsors have proposed in H.R. 5717 is not only a violation of the law, but a violation of the very purpose of the federal government as stated in the U.S. Constitution.
