143 – Ponder Federal Gun Licensing

Paul Engel

Like many of you, I am a product of the public schools. Like many of you I thought the Constitution was for lawyers and judges. One day I read the Constitution, and was surprised to find I didn't need a law degree to understand it. Then I read the Declaration of Independence, the Federalist Papers and even the Anti-Federalist Papers. As I learned more and more about our founding fathers and documents I saw how little we know about how our country was designed to work and how many people just didn't care. I started The Constitution Study to help those who also want read and study our Constitution.

  1. What is the actual bill number that has been introduced by these Senators? I found https://www.govtrack.us/congress/bills/116/s2449/text/is. It would help to have you mention the specific bill number in your presentation. It starts out as the following:

    116th CONGRESS

    1st Session

    S. 2449

IN THE SENATE OF THE UNITED STATES

    September 10, 2019

Mr. Booker (for himself and Mr. Blumenthal) introduced the following bill; which was read twice and referred to the Committee on the Judiciary

    A BILL

To amend title 18, United States Code, to require licenses to acquire or receive firearms, and for other purposes.

    Thanks!

      1. Thank you for this. 260 pages… Whew!! This seems similar to the HR 5717 from the House of Representatives. What I am confused about is the fact that most bills originate in the House. Then, if approved, go to the Senate.

        1. Only bills for raising revenue must start in the House. All other legislation can start in either house.

  2. I found it. It was introduced by Cory Booker in the House of Representatives as H.R.5717 and does start with the following: “H.R.5717 – To end the epidemic of gun violence and build safer communities by strengthening Federal firearms laws and supporting gun violence research, intervention, and prevention initiatives.116th Congress (2019-2020)”

It would be good to get the correct source as being in the House of Representatives and not the Senate.
    Thanks!
