Term Limits Constitutional Amendment for Congress Fails Again

Way back in 1995, Americans across the country were fed up with the same incumbents allegedly getting reelected for 10, 20, 30, 40 years or longer as a U.S. Rep or Senator.  A few years in the making, I knew any state passing a law by voters for term limits for Congress would be shot down by any higher court, but desperate, a few tried and as predicted, they all lost.
